Where in the www can good papers be found?

Google Scholar is a decent and open start. Then there are several databases which index a set of journals, but you need paid access for them - check with your uni.

If you find an interesting paper you'll probably find more interesting form same source, so look through that issue of journal or proceedings of conference. Many conferences have a good backlog online like EAD, ServDes and NorDes.
